The vote, which passed 99-1, represented a rare moment of bipartisan consensus that highlighted growing concerns about unchecked AI development. Republicans and Democrats alike recognized the potential dangers of allowing a federal mandate to override state-level safeguards.

California stood at the center of this legislative battle, with 20 existing AI laws and 30 additional proposals potentially at risk. State Senator Josh Becker from Menlo Park emphasized the importance of maintaining flexibility in AI regulation, stating that states must retain the ability to advance technological development without compromising safety or privacy.
