The budget introduces new regulations for Pharmacy Benefit Managers to increase transparency and potentially lower drug costs. Additionally, the expansion of CalRx will help protect access to critical medications, including abortion pills.

Climate resilience remains a core focus, with accelerated modernization of the State Water Project and continued progress on California’s Cap-and-Invest program. This initiative is set to fund major climate projects and potentially return up to $60 billion to Californians by 2045.
