San Jose is taking a bold leap into the future of municipal work by introducing AI chatbot assistants for its entire workforce. Mayor Matt Mahan envisions a transformative approach where the city’s 7,000 employees can create personalized AI tools to streamline their daily tasks.

The initiative aims to automate repetitive administrative work, allowing city employees to focus on more complex and strategic responsibilities. From analyzing 311 service request data in minutes to reviewing hundreds of pages of code documents instantly, these AI tools are proving to be game-changers for municipal efficiency.

Data analyst Stephen Liang shared how his AI assistant dramatically reduced the time needed to process service requests. What previously took hours or even an entire day now takes just minutes, enabling faster response times and more proactive resource allocation.

The city has already documented impressive results from its AI training programs. Approximately 80 employees have completed courses, saving over 10,000 staff hours and roughly $50,000 in consulting costs. Departments ranging from environmental inspection to transportation have leveraged AI for tasks like grant applications and financial trend analysis.

However, city officials remain cautious about potential pitfalls. Mayor Mahan acknowledges the risks of AI “hallucinations” – instances where AI generates incorrect or misleading information. He emphasizes the importance of human verification and critical thinking when using these tools.

Union representatives have expressed concerns about potential job displacement. John Tucker from AFSCME Local 101 stressed the need for “strong guardrails” to ensure technology enhances, rather than replaces, human workers.

Mahan remains optimistic, positioning AI as an investment in workforce development. “We want to equip our workforce to be on the cutting edge,” he stated, recognizing that generative AI will fundamentally reshape work for future generations.
